Your MatSu leaders want you to pay for a piped in fossil fueled gas power plant, the piping project, and the piped gas itself, so someone else can charge each of you and your homes more money for the piped gas and carbon charges later just when worldwide carbon taxes will kick in;And at the same time the rest of the world with lightening speed, is investing and going to new technologicaly inteligent and clean water, wind, sun, and thermal generation of electricity for their homes and cars to be all electric.
Look, while discussing the 2 to 4 year completion viability of multiple mid sized Hydroelectric River/Tidal below ice surface water flowing and instream electricity generation projects by channeling the river waters, air turbine designs, small breakaway dams, or by floating in movable larger ships with 40 year hull lifespans as housing for electricity generators, we googled a local map view of the Valley, and guess what,
The MatSu Valley is located between the Susitna River, the Matanuska River and the worlds 4th largest tide in Cook Inlet; And you want to build a coal or piped gas carbon fired power plant ???
Don,t you and your children want to be a part of leading the rest of the world in exciting, clean, and new electricity energy generation and distribution designs, concepts, and technologies for our homes and cars?

15 YEARS FREE ELECTRICITY DRAWING
IN 2010 WE WILL LOOK TO PLACE ON THE BALLOT AND BRING TO A VOTE TO
HAVE AN ANCHORAGE CITY WIDE DRAWING FROM WHICH 3,000 HOME OWNERS WILL BE GIVEN AN ANNUAL ALLOTMENT OF ELECTRICITY PER DWELLING AT NO CHARGE FOR A PERIOD OF 15 CONSECUTIVE YEARS.
THE WINNERS OF THIS DRAWING MUST MEET THE FOLLOWING REQUIREMENTS:
1-- THE DWELLING MUST BE AN ALL ELECTRIC SHELTER AND TRANSPORTATION USE
DWELLING; AND NO CARBON FUEL USE AT ALL (WITHOUT WRITTEN PERMISSION)
2---ANNUAL CLEAN ELECTRICITY ALLOTMENT BASED ON A PUBLIC DISCUSSED AND
AGREED TO FORMULA
3-- LIVING SPACE up to 1,000 sq ft,
with attached single car heated garage not more than 15' X 20' ft outside measurement.
1-ea 12' x 12' heated year round greenhouse
All electric heating
All electric cooling (NOT ALLOWED!)
1-ea 250 gallon water storage tank
1 to 2-ea Electric vehicle for transportation
(note: Electrical use transportation allotment will equal 1,000 gallons of gasoline per year in total.)
Dwelling must be insulated to maximum R rating.
note: each energy use sector like space heating, transportation, and greenhouse will have limits to its electricity use
4---DWELLING MUST BE ON A DEFINED 50' x 50' LOT OR LESS
2---Must be a home owner or under contract to purchase
3---Must be an all electric and water dwelling unit--no uses of carbon based fuels.
4---Must be Permanent Fund Recipient
5---Must be a legal American Citizen and Anchorage citizen
6---Must not be convicted of a Fellony
7---A one time $300.oo Hook up and registeration charge for the homeowner.
8---Must allow for Energy Use Monitoring, and Remote Reporting and Maintainence Devices
9--- Must fill out a Monthly report (1 hour computer questionaire form)
DISQUALIFICATIONS:
1-- SCHOOL DISTRICT, CITY, Burrough, STATE, 50% or more dissability recipeint, OR FEDERAL EMPLOYEE
EXTENDED QUALIFICATIONS, NOTES, CONDITIONS, TERMS, AND AGREEMENTS
--Waiver of all and any liability
--Any crime or use of fossil fuels shall violate all contracts and awards
--Any and all additional use of electricity and/or water of annual allotment shall require a large a) DEMAND CHARGE
b) plus a large per kila watt charge at a minimum of 4 times the normal rate
charge as a penalty
--Give access to ENERGY FREEDOM personell at any time asked for
--Be financially responsible for all test equipment damaged by their family
--Agree to fill out certain data requests in reasonable amounts
--LIKE MINING CLAIMS, HOME OWNER MUST SHOW PROOF EVERY TWO YEARS OF CLEAN AND RENEWABLE ELECTRICITY GENERATION WITHOUT FREE ANNUAL ALLOTMENT
--HOMEOWNER MUST DIMINISH OR MAKE LESS THEIR ELECTRICITY USE PER YEAR BY 5% OF BEGINNING ANNUAL ALLOTMENT EACH YEAR BY ADDING ADDITIONAL CLEAN ELECTRCITY GENERATION EQUIPMENT OR OTHER CLEAN ENERGY GENERATION MEANS.
Then we will flat line adjusted energy allocation price and % of need based on energy responsible use history
